College Football (Yes, COLLEGE FOOTBALL) Fine Blotter 10/20/19

Yes, this is actually a college fine.  There's only two ways, to my knowledge, you can get yourself or your school fined in college football.

One is to allow (or have happen anyway) a field invasion (which see, after a big win...)
