Has the IOC finally found a spine, or is the USOC just grandstanding?

Probably the biggest story in sports this week is that USOC finally basically having enough of the US Gymnastics scandal and preparing to decertify them.

USOC President Sarah Hirshland told a number of the gymnasts after the recent World Championships (in which the women, again led by Simone Biles, cleaned up) that the USOC would begin revocation proceedings, feeling there was no progress, and no chance of progress, that USA Gymnastics would change sufficiently.

USA Gymnastics was given an opportunity to disband voluntarily, and chose not to.  So Hirshland and the USOC are moving to dissolve them completely.

The decision, with Tokyo looming within two years, should be made quickly.  The USOC has decertified only three US Olympic sanctioning groups in it's history:

The FAQ I read indicates that the USOC will ensure that the United States fields a top-flight gymnastics team in Tokyo, but this also raises a very real question as to how these women were selected in the first place.
