Well, I think it's pretty clear what happened here.
It was announced this week that the victim of whatever Jameis Winston may have done to her (up to and including rape) just received a $900,000 settlement from Florida State University, obviously without admission of wrongdoing, for Title IX and US Code 42 "Failure to Protect".
It's clear it's "go away!" money, but you just don't do that unless there's enough smoke to indicate fire, and it's clear to anyone who's followed this situation that there is.
